Windows XP Missing Command "Set as Desktop Item"

Windows XP2, Norton Anti-Virus, Ad-Aware/Spyware, Dell Dimension 2350, IE7

Recently, have noticed that when I right-click the mouse, the command "set as desktop item" is missing. All other commands are there, can anyone help with this situation? Thank you.

I think this is now called Set as Background but I could be wrong.
