Missing CD-ROMs

Until recently, my computer had one hard drive and two CD-
ROM drives (one master, one slave). A few days ago, I
installed a second hard drive (one from an older computer
that still contained files). The second hard drive set
itself as the D: drive, which the master CD-ROM drive had
been, and both CD-ROM drives disappeared from the My
Computer listing. This problem remained after removing
the second hard drive, after putting it back in and
changing it to drive Z, and numerous attempts to fix the
problem using Setup. Setup has a boot order entry that
lists CD-ROM as (not installed). Worse, Device Manager
doesn't even have an entry for CD-ROMs now. Any
suggestions? As far as I can tell, the connections and
power to the CD-ROM drives are secure.

Do you mean the BIOS setup?

If the CD-ROM drives are not detected by your BIOS at all (some BIOSes show
CD drives in the setup screen; some show them only during POST), then
Windows isn't going to see them. Might you have accidentally unplugged the
secondary IDE cable whilst installing your new hard drive?
The only thing I can suggest is to double-check the cabling and your BIOS
settings.
