Give us more info. System description, system history, etc
and so forth.

If you tell us only what you did, we have nothing to go on.
What has been changed on the system?

What about booting from a CD, can the system do this? Does
the bios recognize the drive? Does DOS, if you use a boot
disk which loads drivers (Like a Win98 boot floppy, which
can be found via Google search)?

Does Device Manager or Disk Management see it?

Turn on full POST in the BIOS and see if the BIOS recognized the CD
drive.

If you have it on a slave IDE channel then move it to a master (the
only practical one is the secondary IDE channel since you need the
primary to boot unless you bugger the boot configuration in the BIOS).
Be sure to use the correct jumper setting. If you use Cable Select
(CS) make sure your IDE cables are the correct kind. They will have
markings on the connectors to tell you the correct orientation. Of
course you can always jumper it Master to guarantee the BIOS knows
what's connected to what.

I had to move my NEC 3540 to the secondary master because the BIOS
would not recognize it as a secondary slave no matter how I jumpered
it.

If the drive shows up on POST then look at Device Manager and Disk
Management in Computer Management (right click My Computer and select
Manage). Be sure the IDE settting is UDMA and not PIO.

So a laptop... Feel free to volunteer ALL information
relevant to this system. Until you do this, all we know is
you have a system (like everyone else), an optical drive
(like almost everyone else), and that it doesn't work.
Additional information is the key to finding the problem.

Does it have a floppy drive? I didn't ask if it needed to
boot to CD previously, I asked if it could, it was a
suggestion to just try it, given the method mentioned.

Recheck the bios, the bios should see it or Windows probably
won't either. Check the cabling (would be on a desktop), or
similarly on a laptop you would remove it and replug it in
again... perhaps a few times if the contacts were going bad
as it might do a little cleaning from the slight mechanical
abrasion.

Why did you change the mainboard a year ago? What was wrong
then? Did you replace it with same (model, perhaps revision
too ) mainboard, so there may be the same or a similar
potential problem now?
