Verify that the Toolbar isn't being compressed becaus lack of space
for
the
toolbars. Rearrange them or press the button at the right-end of the
toolbar
to make sure.

Tried this, restarted Outlook, the send/receive button shows very
briefly
and
then dissapears again.

Locate outcmd.dat and rename it to .old to reset your toolbar. This
is
recommended when doing a downgrade.

I have reinstalled Outlook 2003 after the trial of Office 2007,
now
my
send/receive and new message buttons are missing, yet if I press
F9
send
and
receive for all accounts works fine.
