Missing blank line

I have placed a blank line just before a line insert. When I view page in
browser the blank line is missing. Any ideas why?
 
How did you insert it?
Shift+Enter will give you a break <br>
Enter will give you a new paragrph <p>

Easier to help if you post the URL to the page.
