Missing associated program files for desktop icons.

In the past I was also able to use my internet desktop icons without first being online. Now when I click on them I get this message, "There is no program associated with this file." Then I am instructed to go to folder options in the control panel, which I have done without success because I don't know what I'm doing

My System Restore feature keeps telling me it is unable to complete a restore.

Any suggestions would be greatly appreciated.
 
Re-associate the icons with programs that do.. or replace them with ones
that do..
