Missing Add/Remove Windows Component

I am missing the Windows ADD REMOVE windows component icon. I checked group
policy/user policy, not enabled. I looked in the control.ini, not hidden.
I looked in the registry under Current user.....policy, found no entries.
Can anyone give me a suggestion.

REGSVR32 APPWIZ.CPL did sucessfully register but it did not solve the
problem. Any other suggestions are welcome. Thanks for your help.
