Missing add/remove programs

I went to the control panel to see if I needed to use
add/remove programs to delete a certain progam. A little
blue window popped up and disappeared so fast that all I
got to read was "Error: Class III" then my add/remove
programs said "There are no programs installed on this
computer." I tried restarting but it still says the same
thing. Does anyone know what happened and/or how to get
the listings back? I'm worried about what will happen if I
need to delete something from the list. Thanks for any
help!
