minimum password length

in "local security settings" i set "minimum password length" to 5,
however, i was still able to log in the system using "Admin" account
without password.

how is that possible, should the system enforce "minimum password
length" setting, and no allowing any user login with blank password?

No, password rules refer to the creation of passwords. The unsatisfactory
password on the account you were using appears to already have been set.
 
That setting will take effect next time a password is changed.
Until then that setting will not take effect.
