Mini DV digital camera not recognised

I want to download a holiday film to my lap top (Toshiba - Windows XP) from
my Samsung digital camcorder (Model VP-D70) using the same cable used
successfully with a previous PC i.e. 4 pin mini connector out of the camera
and standard USB into the lap top. All I get is a message reading "USB
DEVICE NOT RECOGNISED". Would be more than grateful for any helpful
suggestions.

The USB connection is strictly for transferring still images from the
Samsungs flash card, you cannot transfer DV footage via USB.

To transfer/import DV video footage to your laptop it will need
a slot-in Firewire card.

You claim you used the same USB connector to transfer to a PC,
that is not possible. You seem to have got Firewire and USB confused.
