I migrated from XP to Vista with Wind Migration Assistant. Everything OK,
however Address book does not show up Contacts. All attempts to follow advise
of Help failed. I can not make Addr Book accept Contacts. Any ideas what to
do? Looked through forums, not too helpful.

Hard to believe you "looked through the forums." Problem is well documented
here on an almost daily basis.
You must never use Windows Easy Transfer with Outlook. It does not work.
Your Outlook profile is corrupt. You must create a new one to be able to use
the Outlook Address Book.

Of course I printed out all your valuable remars and going to try them.
Unfortunately you first do something and then look for the remedy. I did not
know in advance the migration fails with Outlook. By the way your nik is
RUSS. Has it something to do with RF? Can we proceed in Russian?

No one could possibly know this in advance. It is perfectly reasonable to
expect Windows Easy Transfer to work as it should. Microsoft is not in the
habit of documenting the bugs for which they have no solution, only the ones
they do. What I was saying was that we've been documenting it for months in
these forums, so I was surprised you couldn't find one of those posts. A
search on Google of this group turned up 134 hits that all answer the
question.

I managed with the Address Book and ontacts, thanks. What about my other
settings, e.g. rules?

With later versions of Outlook, rules usually migrate with the PST file, but
only if you migrate it correctly. If they did, you would see them in your
Rules Wizard where you can simply reconnect them to your new PST file's
location.
For safety sake it is always best to export your rules to a RWZ file so you
can import them if they get lost in your migration.
