Migrating/upgrading from Win 98

Is thete some general guidelines when setting up a new Win2k machine?
I have 20-30 users in a small workgroup/domain currently running Win98. I
want to move everyone to Win2k, but it seems that the initial setup is quite
a pain. Most of them are running Office 2000, Acrobat, NAV, & a terminal
emulater used to connect to a SCO Unix machine. When I initially install,
I'm logged in a the Admin of the computer, but when trying to log into the
domain as a user, most of the applications don't want to work-they will act
like I'm trying to install them & say they can't be installed by someone
who's not an administrator. Obviously, I don't want to make everyone members
of the Admin group, is there an easier way to accomplish this?
 
Some apps may be poorly written and require admin rights to run. It often
takes some attempts to get these apps to run, sometimes a Power User can run
stubborn apps. With Office, try doing a "complete install" and select all
the items to "run from this computer" so the installer won't need to install
bits of the program while a regular user is logged on.
