Migrating Account Settings - Cannot open your default e-mail folde

I installed Office 2007 on a new Vista machine and transferred my Office 2003
files from my old machine to my new machine. Now when I start up Outlook, It
displays the "configuring Outlook" window with "Migrating Account Settings"
highlighted. The error which appears is: "Cannot open your default e-mail
folders. The attempt to log onto Microsoft Exchange has failed." When I
press OK, Outlook closes.

How do I fix? Is there a tool outside of Outlook which will let me check /
fix my account information?
