We had a consultant come in (MCS) that performed AD Health check about 3
months ago, and now that we are doing our upgrade to 2003, we remember that
it was recommended to remove the 1C record in WINS -

Can anyone tell me why it would be recommended to delete the 1C record in
WINS?

If you needed WINS server before the upgrade you will almost
certainly need it after the upgrade.

All DCs register this name (domain name ....0x1c) so you might
want to clean up any names that you decommission but that normally
happens automatically through scavenging - or even if the machines
are shutdown properly.

The recommendation might have been because legacy clients use 1C queries to
find DCs, by default the PDC Emulator will be on top of that list. In order
to mitigate PDC overload scenarios you could add the Add1Bto1CQueries to the
Registry.

You could also add Randomize1cList to the Registry in order to have a
"randomized" 1C list, and thus you'll get a "semi" kind of loadbalancing.
