Microsoft Windows Installer has been corrupted. Was told
by symantec that I would need to uninstall and then
reinstall Microsoft Windows Installer. Found instmsiw.exe
to install Microsoft Windows Installer but cannot find out
how to uninstall.

David,
I am also having a problem with MSI while attempting to
install Norton Internet Security. I was told the same
thing by Symantec. I don't think it is likely it was
corrupted by a virus but most likely by a fix or Symantec
may actually have the problem. I'm still trying to fix
this or find out more info. The error my system is
receiving is Visual C++ Runtime Library, Runtime Error!,
Program C:\WINNT\System32\MsiExec.exe, abnormal program
termination.

Symantec's product is the cause of the error. Your right
there docs are invalid. They say use run start command
cd/windows/system. Two problems: The directory is
C:/winnt/system32, 2ndly, you cannot rename files in
active directory with the services started, you must do
this in safe mode command prompt. Better solution is to
look for better software. I have had many blue screens and
window reinstalls due to Symantec products.
