Microsoft standards for Windows programming

Hi,

I'm looking for standards setup by Microsoft for Windows programming; UI
type of standards.

For example, it seems that "OK" and "Cancel" buttons should not have
keyboard shortcuts assigned (e.g. "&OK"). What about "Browse"? For now, I'm
just trying to copy other Microsoft apps, but is there a published documents
on that?

Also if you can point me to a location where I can find the translations of
common Windows words such as "OK", "Cancel", "Browse", etc... I'm looking
for their French equivalent. I only have English Windows.

For Windows 98 and 2000, you can read the book "Microsoft® Windows® User
Experience" by Microsoft Press.
