It depends more on the hardware level (ie memory and CPU) rather than per
client. People generally are a better judge of when to deploy more servers
into the existing network. Remember that if you are using Windows 2000
Active Directory that this is a distributed network system that load
balances each client across all of the servers.

The reason im asking is refering to a 2000 server with 300 client machines, the server has raid 5 accross 4 HD's, is a 2.8Gz processor and a Gb of ram, but at random times when lots of users are logging off and on the server grinds to a halt
 
mass logon/logoff can be a drain if you are redirecting folders and data
AND using roaming profiles - esp. if those profiles are large.

That server should be able to cope no problems - what other
applications/services do you have running on the Svr machine? For example
do you have MS Exchange?

There is no roaming profiles going on, the server is running Inoc Virus scanner, although has been tried with this uninstalled. The server is also running Ranger although thay claim this cannot be the cause
 
I don't suppose you can add more memory just to test?

Also - have you enabled multithreading on the CPU in BIOS?
