I use Outlook for my personal address book. It is
catching my email that I want to go to Internet
Explorer. This happens when I open my address book to
look up one. How do I make Outlook Express stop
downloading email?

So are you using Outlook to send and receive your email, or are you using
something else? Internet Explorer is a web browser, not an email client.
Make the application of your choice the default email handler.
 
Open up OE and go tools>options.

On the first properties page there is a check box "Send and receive messages
at startup".

Uncheck that and OE will do nothing to fetch messages until you ask it to.

I assume you are reading your email on the web and OE is stealing it before
you get there... probably all set up by your ISPs set up CD right?

This will stop it without changing settings, that way you can still manually
click on send/recv in OE if you ever want to.

There again I may have guessed entirely wrong...
