Microsoft Outlook

After I open Microsoft Outlook, I click onto TOOLS-OPTIONS and then the MAIL SETUP tab. When I click the "set, send, and receive settings for e-mail messages and documents" radio button, I receive the following Microsoft Outlook pop-up "you don't have permission to perform this operation". Because of this, or so it seems, I can't send any messages using Microsoft Outlook. Q. Why

My OS is XP Pro and I'm operating in the Administrative mode. I have no problem sending and receiving e-mail when I use Netscape or MSN Explored..
