of connection is involved, i.e., dial-up, DSL, Cable, Direct fibre-optic,
etc.?

its a company connection. im not experiencing this before. when i changed my
pc and setup my outlook it became slow. i was thinking there is something to
configure to make it fast.

In this case, connection speed depends on the type of connection and
the priority that the company's IT department had given to you. Is the
network connection using a static IP address or is it by dynamic IP?
Does the routing to the gateway now have more than fewer users on it
than before? These are some of the factors that are involved.

In terms of the computer itself, is it clean of malware? Sypware? Is
there a non-Windows, third-party firewall being used?
 
Yes it regularly scan itself. I'm sure no malware.

I just moved to another cubicle, maybe, same traffic as before. Same server
as before.

Not everything may turn out equal in a physical move. Some of the
variables will include the number of computers that are on the same
buss, the speed of the router (10base-T vs. 100base-T), etc. Even
the network card can create issues with speed. Work it out with your
IT department.
