Please define "cannot send e-mails." Is there an error message, does the
message come from the send/receive box, if yes, what is the message.
How long have you had this issue, have you ever been able to send e-mails
with Outlook 2003? If yes, there's likely an issue with the ISP e-mail
server; nothing you can do about that until the ISP resolves the issue. If
no, you probably have not properly setup your e-mail account. You need to
contact your ISP for specific instructions about how to setup your e-mail in
Outlook 2003.
