Users on your LAN automatically connect directly to the live GAL. There's
nothing local on the workstations to update.

Users who work in offline mode should be downloading the offline address
book as part of their send/receive sessions. (See
http://support.microsoft.com/default.aspx?kbid=814993#kb4) The schedule for
updating the copy of the OAB on the server is set by the Exchange
administrator.

Is there a way that i can use GAL as a personal contact file, like maybe
create a global list folder in outlook and have GAL update the list if we add
or delete a user in our domain?
 
Not out of the box. Why would you want to do this?

The executive wants it updated so it would serve as rolodex i guess or
address book for current employees...where it will show current employee
info..
 
if not out of the box how can i create a contact lisr based on the users from
the AD...inside my exchange box so maybe I can just edit it manually...I was
thinking of creating a folder in a public folder but how?
 
But the GAL is already there in the Address Book. Does the executive know
how to open and use the Address Book in Outlook?

yes but they want it on a folder in public so when they click on the folder
all adress would come out like a personal address book
