Microsoft Optical Trackball Mouse

This mouse is not responding any longer and I've confirmed it is not a
driver problem. I've cleaned the ball. Is there anything else I can do?
How do you open up the case and expose the circuit board? There are 3
little screws/pins underneath the ball but I don't see anything else. I'd
start prying it apart but it's not mine ...

There might be screws under pads or sticker(s) on the bottom. All you can
do is check anyplace a screw might be hiding then once all are removed,
start prying. The botton is likely sitting inside the top, with one or
more small tabs interlocking them at one end, so you'd want to gently push
the top outwards, away from the base.

It could be the cord causing the problem. You might try wiggling or
bending the cord in different positions. However, many (if not all)
non-OEM microsoft products have warranty coverage that's pretty good,
typically a product like this (if warrantied) will be replaced by
Microsoft without even having to return the broken mouse, just fax them a
scan of the bottom of the mouse and the relevant part number, shipping
info. I don't have the tel. no. handy but a Google search (or search on
Microsoft's website) should find it.
