Can you post the exact wording of this dialog box? I'm not sure what
"messenger" program is involved in this repeated message. There are a number
of choices--the netbios messenger service that is part of Windows, Windows
Messenger, and MSN Messenger, among others.

Do you mean MSN Messenger?
Assuming the above, have you made any recent changes to the program.
Updates, etc -

What color is this dialog? What are the choices in responding to it?

If it is a green one, and is repeated each time--it's possible that a file
which records preferences and choices is corrupted. Is the date of last
definition update displayed properly in Microsoft Antispyware on the main
screen? If you make a change to user settings, and exit the program and then
restart it--are the user settings recorded the way you've just changed them?

One fix for issues of this sort is:

1) uninstall Microsoft Antispyware
2) delete \program files\microsoft antispyware and all subfolders thereof
You will lose access to any Quarantined items, history, and customized
settings.
3) reinstall Microsoft Antispyware, taking care to be logged in as the
administrator level user who will most frequently use the program

the screen is green

Is is a green screen sayine a application change has been allowed windows
messenger it is driving me nuts

One thing I can imagine is that perhaps Microsoft Antispyware is not
properly recording past actions so that the alerts are not repeated ('cause
obviously, they are!)

Here's what I'd try for that issue, then:

You can try just deleting or renaming the following file in the installation
folder--shut down Microsoft Antispyware by right-clicking the notification
area tray icon first.

\program files\microsoft antispyware\gcUserData.gcd

See if that makes it stop after one further repeat.
