Microsoft Knowledge Base Article - 831938

Anybody know how to the the hot fix for the above
mentioned KBA? MS claims they will only release it to
those suffering from the specific problem, which I am.
However, since the XPH is an OEM install MS claims I have
to contact the manufacturer, the manufacturer claims they
do not release MS hot fixes. I certainly will not pay MS
to send me a fix for their own lousy O/S but when I enter
the product I.D. they say I have to contact the
manufacturer.
Seems like a typical MS run around, I honestly believe
they don't even know how to support or fix their own lousy
products!
TIME TO FORMAT XPH AND LOAD LINUX!

Your mistake is attempting to contact Microsoft Email, you must call.
Contact Microsoft at the number referenced in the link:

State you are calling about a HotFix and you will not be asked for a
credit card.
Id does not matter in this case whether you have retail or OEM.
