I have obtained and ran Ad-Aware, Spybot -Search &
Destroy, BHO Demon and SpywareBlaster and I have deleted
all cookies and Temporary Internet Files, but I still
continue to receive so-called "Exclusive Microsoft"
offers through Internet Explorer (as if it were Microsoft
who is sending it) for PC Acceleration, or PC Tuning
softwares and other similar garbages.

There must be somewhere a file which is not eliminated by
these various programs and which needs to be removed. Two
things have occurred before these windows popped up: I
install a Microsoft Windows security patch and I visited
www.pogo.com, a gaming website controlled by MSN. Could
any one of them be the culprit?

Are these ads imbeded within Internet Explorer? They are probably sent by
doubleclick.

Get and install the ad blocking HOSTS file:
http://www.mvps.org/winhelp2002/hosts.htm

Do you have a firewall installed?

I would seriously doubt that either of those sites is the culprit. You are probably seeing Messenger service pop-up ads, which look like system messages - see this site for how to deal with them:
http://www.jmu.edu/computing/security/info/winmsg.shtml Installing a firewall, or use XP's firewall is the best way to deal with those.

Or, you are seeing general advertising pop-up ads that we all see when browsing the net - and they can be formed to look real "official". In that case, read on..

There is really no good way to disable this headache within IE other than to go to Tools...Internet Options...Security...Custom and disable scripting. But, as you may know, this will prevent a lot of other pages that use scripting from displaying properly. The best way to take care of this is to use a third-party pop-up killer. There are several of them out there available on freeware/shareware sites like http://www.download.com or http://www.tucows.com. Pop-off, and CrushPop are a couple that come to mind. However, there have been reports of problems with these apps from some users.
Others like WebWasher http://www.webwasher.com.
