Microsoft installer service

Yesterday I had to reinstall my XP pro. on completion when
I tried to download some programmes or reinstallothers
from disc I got the message 'INSTALLER SERVICE IS NOT
AVAILABLE, THIS MAY BE CAUSED BY BEING IN SAFE MODE [WHICH
I'M NOT] OR A FAULT IN THE PROGRAM. can anyone please
advise me how I can get the installer service back. I've
tried downloading it from microsoft web site but each one
I've tried seems to be for other versions of windows.

Administrative Tools> Services> Windows Installer. Experiment with a
startup type of "manual" or "automatic." You can also start the service
from this location.

PS: I have mine set to "manual" and have no trouble installing programs and
have no trouble installing hotfixes from Windows Update.
