Your system has a Volume License key, and that may be the problem. It may
have been either exposed and blacklisted or is the product of a 'keygen', a
piece of pirating software that produces keys the XP installer accepts, but
Activation does not.

If you've just obtained this system, you need to have a talk with the
vendor, with a view to returning it for refund. Be sure that you remove
all your data before doing so.

So why do you have a *volume* license on your personal-use computer? Just
where did you get that copy of Windows?

That Product Key is one of several stolen/pirated Volume License keys
that has been widely posted all over the internet, predominately on
Chinese and European wide sites. It has now undoubtably been blocked by
Microsoft.

You'll need to purchase and install a legitimate license.
