Sorry about the delay in responding to you. I had to think about a response to you.
Not be insensitive, but actually you did not lease/purchase a full version of WinXP (retail $179.00), if WinXP came with your eMachine, you got a 'LITE' version of the OS. The deal that your PC maker made with MS, may have included that you lose some the features of the full version of XP, and limited the method that is used to reinstall the OS, to prevent piracy, by using the Norton Ghost OS installation CD. This was a way to cut costs to them, and partially to you.
They did not delete the Fax installation interface from XP's Control Panel in the 'Windows Add/Remove Programs' interface, but removed the files that are needed to install the program. So your PC Maker was responsible to provide you with a FAX program if it is offered, not MS. Also your PC Maker could have advertise that your PC had a Fax "compatible" modem, but still require you to purchase Fax program yourself.
So if you plan to upgrade your PC's hardware, make sure you get the hardware drivers for the item. Your CD's may not include any of the Generic MS Hardware drivers that can be used with these items.

The emachine came with 2 CDs. One has only "Drivers" and no FAX. The
other is a Norton Ghost CD which has a direct image of what the
machine had when delivered. Nothing, absolutely nothing, can
be seen on it or done with it other than essentially reformat
the drive and load back what it came with.
But I want to at least have the capability of trying out the
FAX which is a part of XP, that presumably I'm entitled to since I
paid for XP, but which I am unable to. I don't see that as an unfair wish.
