Microsoft Excel - "Edit Cell Comment" abnormality

Our office has a few Excel users that use linking of four to five documents. One user complains that since converting to Excel 2002, they are having problems when "Editing" Cell Comments. When they right click on the cell and choose "Edit Comment", instead of opening right next to the cell with the comment, the comment box opens a few pages over to where you can't even see the cell to which the comment is attached

I recently discovered that if I copy the cell onto a blank spreadsheet and then copy from the blank spreadsheet back into the originating cell in the existing spreadsheet, it resets the format. And the process of choosing "Edit Comment" now opens right next to the cell as it was originally intended. But this is only a bandaid. Does anyone know the cause of this problem or how to avoid it?
