John I've just tried to open TransferMgr.exe by clicking on it and I too
have got the same result, i.e. it will not open. I was going to suggest
trying to open it by right clicking on the file and selecting 'run as
administrator' but, it appears that that too doesn't work. Neither does the
link on the start menu.
The only thing I can suggest is that you go back to the Microsoft site and
start the download again. Unfortunately you will have lost the files you
already started downloading but it appears that there is definitely
something wrong with the application .exe file.
When you go back to the Microsoft site and restart the download, the
transfer manager should appear again. When it does I suggest that you go to
the options and select to 'put an icon on the desktop' as i described in my
previous post. At least then you will have an icon available on your desktop
if you need to suspend any of the current or future download.
I know its a pain but I've done it myself and, in the end, the easiest
option is to start from scratch again.
