Microsoft Dictionary in Internet Explorer

Hi,

I don't know why Microsoft is not includes dictionary in internet explorer
and Microsoft outlook. For example when I am reading a news paper i want to
know the meaning of a particular word by clicking on that particular word. It
will be more easy to users to understand complicated words.

Could any one tell me the problems involved in this? Will Microsoft allow
others to develop a tool that includes dictionary with IE browser?

If you have the Google toolbar installed you can type "define yourwordhere"
into the toolbar to get a definition.
