It appears that you would only get the updated DLL if your Win2K SP4 system had
MDAC 2.5 SP3 installed.
You would have to remove MDAC 2.8 SP1 and install MDAC 2.5 SP3 and then download
and install the applicable update from MS06-014 (KB911562) in order to utilize
the later DLL version. Doesn't sound like fun.

I'm no expert in this area. I just traced the source of my installed DLL and
found this info.
Note: If you happen to use the MS DLL Help Database to track this DLL's usage,
you'll find that it's not up-to-date yet. The database doesn't even list version
4.00.6306.00 of the subject DLL file, but it is supplied in the update for MDAC
2.5 SP3.
