Yes, MSAS should be "phoning home" to MS not overseas.
Submit a Spyware report > Tools > Suspected Spyware Report.
Let MS deal with it.
If your machine is acting strangely, aka Spyware hijacked, post back
if you would like additional assistance.

MSAS doesn't require access to 213.200.97.62 on my pc. If you're posting
from the UK I can't help but wonder if you're on the Triscali network.
