microsoft access cannot open this file.

when using ms access 2002 on a win2k terminal server my
users receive the following message.

microsoft access cannot open this file. the internet
security zone manager is missing or not correctly
installed and therefore the safety of this file cannot be
verified. to address this problem, reinstall ms ie or
the appropriate office system pack.

i have reinstalled ie and office and have the os, ie, and
office patched up. the only fix i found that was close
is the link below. any other ideas other than a registry
hack?
