Microsoft Access can not open this file???? Error message

Microsfot Access can not open this file.

This file is located outside your internet or on an untrusted site.
Microsoft will not open the file due to potential security problems.
To open the file copy it to your machine or an accessible network location.

Can anyone tell me how to open the database and what causes this error
message?
I have tried saving it to my computer and still it won't open it??

or an IP address:

Also, from a post by Rick Brandt just recently:

"If he/she has Service Pack 2 for Windows XP installed it "Blocks" all
executable files that come from other systems whether that be Email or being
dragged from the network. You have to right-click on the file, view the
properties, and press the [Unblock] button in the lower right. Then the
file will work."

And some information from MVP Ken Snell:"It also appears to be superficially discussed in Windows XP Help. Open Help
from Windows Explorer and search on the keyword
attachment

It will display a few topics about email attachments and how to unblock via
the file icon."
My first guess would be the blocking of executable files.
Try that first.
