Are meta tags necessary on every page of the site, or just the index.

I'm trying to decide if purchasing one of those 'drive customers to your
site' programs is worth the money.

It's not.
Are meta tags necessary on every page of the site, or just the index.

Meta description is useful. Meta Keywords is not - most search engines
ignore them.
