MetaFrame and Licensing

I have some user's that have W2k TS installed and have
used it with their Windows 2k workstations without any
problems for several months (probably over a year) and
then for some reason or another they had to install the
Citrix MetaFrame. Since that very day they are receiving a
message that their Temporary Client License will be
expiring (it is now down to 8 days).

I have searched the TS Faq and came across this but it
does not make any sense to me:

Q. If I'm using Citrix MetaFrame, why do I need to buy a
TS CAL?
A. Citrix licenses the use of their Independent Computing
Architecture (ICA) access protocol. Microsoft licenses use
of the Windows terminal server. If you use MetaFrame on a
Windows terminal server you need to license Windows
terminal server and access via ICA.

The part that is really throwing me is the "you need to
license Windows terminal server and access..." What in the
world are they stating here? We obviously have a licensed
copy and it has worked fine, so what exactly am I in need
of licensing?

Citrix Metaframe requires 2 licenses.

1. A Microsoft Terminal Server License. If your citrix
server is on windows 2000 and your clients are windows
2000 then you do not need to purchase additional licenses
as they are built into win2k pro. This does not apply for
Windows 2003, where you will need to buy licenses from MS
and activate them.
2. Citrix metaframe client license. Purchased from citrix
and enalbes X number of con-current users. These need to
be activated on the citrix server, which is probably why
it counting down the days till expiry. To activate them
you need to have the citrix license key, setup an account
with citrix etc. Please read the citrix documentation on
how to do this.

Thanks for the prompt reply, however #2 was already
performed and did not resolve the issue. They are using a
NFR version (not for resale). It is a developer version,
but it does require license. And he went to the web site
and registered those.

I just installed the client and logged on myself. I did
not receive the error but I was able to go into the TS
Licensing manager and I see that it is issuing temporary
license instead of "Existing....". Sure enough 1 is
expired, 2 are about to expire (in 8 days) and my new one
expires in Feburary.

The server is NOT activated. As you can tell I am not real
familiar with TS, but can I go out on a limb and say that
it is issuing temp license since we are not using the MS
TS Client and it is not activated? If we were using MS TS
Clients activation wouldn't matter, right? I will try the
MS TS Client after I post this to confirm or dispute my
thoughts.

The expiration date suggest that these changes took effect
on or around 9/1/2003 since it worked fine for a very long
time before that. Did MS change something in a patch
around then? Or should I assume my user is
simply "mistaken" when he says he made these changes only
a couple weeks ago?
