One thing I really enjoyed within a domain was the ability to do a net send
* and have all workstations receive the message. But .. windows XP
workstations with SP2 do not have the messenger service turned on. Is there
a way in group policy to turn on the messenger services on all workstations
within the domain?

If you edit a domain based GPO, you will find the Messenger Service listed
under:

computer configuration\windows settings\security settings\system services
node

You can configure that to turn on all the messenger service.

Be aware that turning this back on poses a security risk as spyware and
malware people were using this to cause popups on machines connected to the
Internet.

If you REALLY want to do such you can control services in Group Policy. You
could do it at the OU level for instance with a Group Policy and then go to
computer configuration/Windows settings/security settings/system services.
If you do it at the OU level other than domain level you will not turn it on
for domain controllers and other computers not in the OU. If you are using
the Windows Firewall on your XP SP2 computers it may also block messenger
messages in default configuration. --- Steve
