If you are inside a domain with group policy then you should check your GPO.
If that's not the case and you are running your pc on a network with no
domain and GPO then a setting to that effect has been made inside your
Windows Registry to block applications to run.
Check your registry under CURRENT USER - SOFTWARE - MICROSOFT -
CURRENTVERSION - POLICIES - EXPLORER - DISALLOWRUN. Inside there should be a
string value with the name of the app which is blocked to run, in your case
it will be msnmsgr.exe or something like that.

If I remember correctly it is that the current settings on this
computer do not allow this program to run. Something to that effect.
The users have admin. access to their own machines. I was thinking
that maybe it was a domain wide group policy setting in the computer
configuration, but I don't see one even enabled in there.
