Messed up" regedit" & " MSConfig"... How can I fix this?

After running anti-spyware programs I must have deledted some key registry items ...cant run regedit, system restore,RUNDLL32.exe won't open. Is there anyway I can restore this without having to reinstall Windows XP?

Can someone help me, please
