I had this issue before and I found a fix on the MS support website and for
the life of me I can't find this document now. It was a registry entry that
I added to queary the Exchange server every so many seconds. Of course I
don't remember what the parameters are or where they are in the registry.

I'm using Exchange 2000 and Outlook 2003. Basically I send this particular
Mailbox a message and it does not appear in the Inbox ever until I select
some other folder in Outlook. Just like magic the message gets pulled down
from the server and appears in the Inbox.

Google Groups is your friend. Twenty seconds there turned up this
reference:
http://support.microsoft.com/?id=304849 . It refers to Outlook 2000, but
the registry techniques described would apply. Chances are, though, it's
the Windows firewall blocking the UDP packets and either turning that off or
specifying Outlook as an exception should work.
