I created a new group policy for a legal banner. I want to test this before sending it out to everyone. I created a new GPO called corporate Legal Banner and only assigned one person to apply the group policy to. The policy never works.

this is a computer policy, not a user policy. Put a computer in the OU and
you should see it work!
