Message reads "This operation has been cancelled........

I am using XP Home and have been for over two years. Today, when clicking
links in Outlook I get the message "This operation has been cancelled due to
restrictions in effect on the computer, etc. I am the sole user and
administrator of this computer. What should I do and where to clear this
problem? I have just run sfc /scannow, with no change. Also ran AdAware
and Spybot and cleared a couple of malwares. I checked Google and found
suggestions pertaining to IE, but not sure they apply here. Suggestions
appreciated. TIA Dick
