message in task bar: windows needs current credentials

I get a reandom pop-up window with a green sticker icon in my task bar (where
the clock is). The pop-up starts with a circled red "X" with the foloowing:
Windows needs your current credentials. Press control-alt-delete and press
enter, etc. etc.

I've done this a number of times but now it's getting annoying. I've run
Microsoft's antispyware and Norton anti-virus but it's still around. Seems to
happen most frequently when I'm accessing or in Outlook.

This appears to be a random bug under WinXP, but we do have a fix that you
can apply on the affected computer.

Click Start, Run and type GPEDIT.MSC
Under computer configuration, expand \administrative
templates\system\logon\.
Select the "Always wait for the network at computer startup" value.
The default state is "not configured". Set this to "On" ]]
