Message, Dangerously Low on Resources when starting Excel

I have been to the Microsoft knowledge base and they say
that the Excel toolbar may be damaged and to rename it,
however, I can't find it!!! It says it can be found in
c:\windows\application data\microsoft\excel folder and if
it is, I can't find it. Has anyone else ever had this
problem? I've uninstalled Microsoft Office and
reinstalled it with no luck. Am I going to have to re-
format my computer in order to open Excel?

Search for a file ending in .xlb. Dependant on version it will have a
different name but will always end in .xlb. (Enter *.xlb).

If you are in later versions of windows, be sure to search for 'hidden files
and folders' as it will be there. When you find it, you can simply delete
it or, if you are not sure that is your issue then move it out of the
folder. XL creates a new one if it cannot find it, but all your
customisations will be lost
