Message could not be sent

Question: When I first crank up Outlook Epxress to send
and receive, all works fine. If I launch other programs
while running OE, specifically Internet Explorer 6.0,
Outlook looks like it is operating perfectly until you try
to send message and I get the error, "message could not be
sent". Also, new messages will not come in even when you
click on send/receive. I have to save the composed e-mail
in the drafts folder and reboot my computer. After
rebooting, the incoming mail works fine and I can send
outgoing mail as long as I do it before I mess around on
IE. Sometimes mail goes out, other time it does not. The
only link I have found seems to relate to Internet
Explorer. Is there anything I can do?
