message before logon screen...how??

How is this setup? Can it be changed once it is setup or
does it have to be totally recreated?

I know this is something simple but it is driving me nuts
trying to find it through searches.

Start
type
Poledit

<System Policy Editor opens>

File
Open Registry
Double Click on the Local Computer icon
navigate to
Windows NT System
click on the [+]
click on the [+] next to Logon
tick Logon Banner
note the caption (fro the dialogue box title
and the text for the actual message
