Message at Startup

When my computer comes on, a message that says

Reminder, Tuesday, Sept.30, 2003 4:29 appears.

Below, it says this page cannot be displayed.

I don't know why the message appears and I can't remove
it except to turn off the computer. It then reappears.

What can I do to eliminate it?
 
Dear Ronnie,

You may try by madifying the following registry key:

HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon

double click on LegalNoticeCaption and LogalNoticeText and clear the value
data
