menus don't fully expand

In the Start menu of XP, when you open the programs menu, it only shows you some of the programs, and you have to click an additional arrow-button at the bottom of the menu to make it show you the whole menu. Is there any way of making it give you the whole menu allthe time? I don't understand why this feature is even necessary. Happens in Word too.

Right click the Start Button, select Properties and then Customise. Scroll
down the list and uncheck 'Use Personalised Menus'.
